According to the requirements of “Speed Restriction Exemption Permit” issued by the Marine Department of Hong Kong, such exemption permits would become invalid when visibility is less than one nautical mile.  For passengers’ safety, vessels will be operated at a safe speed when visibility is low.  Hence, the journey time will be longer than usual and schedule will be delayed.
